5.532AA The allocation to the fixed service in the frequency band 24.25-25.25 GHz is identified for use in Region 2 by high-altitude platform stations (HAPS). This identification does not preclude the use of this frequency band by other fixed-service applications or by other services to which this frequency band is allocated on a co-primary basis, and does not establish priority in the Radio Regulations. Such use of the fixed-service allocation by HAPS is limited to the HAPS-to-ground direction and shall be in accordance with the provisions of Resolution 166 (WRC 19). (WRC 19)

5.532AB The frequency band 24.25-27.5 GHz is identified for use by administrations wishing to implement the terrestrial component of International Mobile Telecommunications (IMT). This identification does not preclude the use of this frequency band by any application of the services to which it is allocated and does not establish priority in the Radio Regulations. 5.532B Use of the band 24.65-25.25 GHz in Region 1 and the band 24.65-24.75 GHz in Region 3 by the fixed-satellite service (Earth-to-space) is limited to earth stations using a minimum antenna diameter of 4.5 m. (WRC 12)

5.535 In the band 24.75-25.25 GHz, feeder links to stations of the broadcasting-satellite service shall have priority over other uses in the fixed-satellite service (Earth-to-space). Such other uses shall protect and shall not claim protection from existing and future operating feeder-link networks to such broadcasting satellite stations.

NG65 In the bands 24.75-25.25 GHz, 47.2-48.2 GHz, and 50.4-51.4 GHz, stations in the fixed and mobile services may not claim protection from individually licensed earth stations authorized pursuant to 47 CFR 25.136. However, nothing in this footnote shall limit the right of Upper Microwave Flexible Use Service licensees to operate in conformance with the technical rules contained in 47 CFR part 30. The Commission reserves the right to monitor developments and to undertake further action concerning interference between Upper Microwave Flexible Use Service and Fixed-Satellite Service, including aggregate interference to satellite receivers, if appropriate.

24 GHz Market Area Service

According to the FCC:

The 24 GHz Market Area service was formerly known as Digital Electronic Message Service (DEMS). In March of 1997 the Commission adopted rules amending its Table of Frequency Allocations and Part 101 of its rules regarding Fixed Microwave Services to permit Fixed Service use of the 24.25 – 24.45 GHz and 25.05 – 25.25 GHz band ("24 GHZ band"). This change facilitated the relocation of DEMS from the 18.82 – 18.92 GHz and 19.16 – 19.26 GHz ("18 GHz band") to the 24 GHz band. DEMS under the Order was renamed the "24 GHz Service" and broadly defined as a radio communications service that may encompass any digital fixed service. The 24 GHz Service consists of licenses in 172 Economic Areas (EAs) as defined by the Department of Commerce and four FCC defined EA-like areas.

Each EA will accommodate five licenses, with each license consisting of a pair of 40 megahertz channels(a total of 80 MHz). The licensees are permitted to partition and/or disaggregate their licenses. Licenses are issued for a 10 year term. Demonstration that licensees are providing substantial service is required for renewal of licenses.

The FCC auctioned 880 24 GHz licenses during Auction 56, held on 7/28/2004.

The FCC requires most wireless telecommunications services licensees 1) to construct their authorized system or meet specific coverage requirements within a given time period and 2) to notify the Commission that the requirement has been met. This time period varies depending on the radio service in which the license is held.

NASA Tracking and Data Relay Satellite System (TDRSS)

According to NASA:

The Tracking and Data Relay Satellites (TDRS) comprise the communication satellite component of the Tracking and Data Relay Satellite System (TDRSS). TDRSS is a communication signal relay system which provides tracking and data aquisition services between low-earth orbiting spacecraft and control and/or data processing facilities. The system is capable of transmitting to and receiving data from spacecraft over at least 85% of the spacecraft's orbit.

The TDRSS space segment consists of six on-orbit Tracking and Data Relay Satellites located in geosynchronous orbit. Three TDRSs are available for operational support at any given time. The operational spacecraft are located at 41°, 174° and 275° West longitude. The other TDRSs in the constellation provide ready backup in the event of a failure to an operational spacecraft and, in some specialized cases, resources for target of opportunity activities.

The TDRSS ground segment is located near Las Cruces, New Mexico, known as the White Sands Complex. Forward data is uplinked from the ground segment to the TDRS and from the TDRS to the spacecraft. Return data is downlinked from the spacecraft via the TDRS to the ground segment and then on to the designated data collection location.

The Tracking and Data Relay Satellite (TDRS) Project is providing follow-on and replacement spacecraft necessary to maintain and expand the Space Network. The contract to build three additional TDRS spacecraft, known as TDRS K, L, and M, was awarded to Boeing Space Systems in December 2007. TDRS K launched January 30, 2013, and TDRS L launched January 23, 2014. TDRS M's launch readiness date is scheduled for 2015. The contract also has options for one additional spacecraft, TDRS N. In addition to building the TDRS K, L, and M spacecraft, the contract also includes the modifications to the White Sands Complex (WSC) ground system required to support these new spacecraft.

The TDRS Project, established in 1973, is responsible for the development, launch, and on-orbit test and calibration of TDRS spacecraft. There have been four procurements of TDRS spacecraft, which include the Basic Program (TDRS F1-F6), the Replacement Program (TDRS F7), the TDRS H,I,J Program, and the TDRS K,L,M Program. TDRS Flight 7 was a replacement for Flight 2, which was lost aboard Challenger in 1986. The first seven spacecraft (TDRS F1-F7) are referred to as the First Generation, the H,I,J series are called the Second Generation, and the K,L,M series are known as the Third Generation. TDRS F1-7 spacecraft were built by TRW (now Northrop Grumman) in Redondo Beach, CA. The TDRS F8-10 (H,I,J) spacecraft were built by Hughes (now Boeing) in El Segundo, CA.

The NASA Space Network consists of the on-orbit telecommunications TDRS satellites, placed in geosynchronous orbit, and the associated TDRS ground stations, located in White Sands, New Mexico and Guam. The TDRS constellation is capable of providing nearly continuous high bandwidth (S, Ku, and Ka band) telecommunications services for expandable launch vehicles and user spacecraft in low Earth orbit. Examples include: the Hubble Space Telescope, the Earth Observig Fleet and the International Space Station. The TDRS System is a basic agency capability and a critical national resource.

Unlicensed Level Probing Radars

The FCC has released a Notice of Proposed Rule Making that would allow downward-pointing, unlicensed level probing radars, for use both in tanks and outdoors, at 5.925-7.250, 24.05-29, and 75-85 GHz.

Proposed EIRP boresight emissions limits are:

5.925-7.250 GHz: -33 dBm/MHz average and +7 dBm across 50 MHz.
24.05-29 GHz: -14 dBm/MHz average and +26 dBm across 50 MHz
75-85 GHz: -3 dBm/MHz average and +34 dBm across 50 MHz

Proposed average emissions limits to the sides and upward are:

5.925-7.250 GHz: -55 dBm/MHz
24.05-29 GHz: -41.3 dBm/MHz
75-85 GHz: -41.3 dBm/MHz

Airport Body Scanners

Under an FCC waiver (link below) issued to SafeView, Inc., since acquired by L-3 Security & Detection Systems, full-body airport scanners can use repeated sweeps over the range 24.25-30 GHz to detect objects hidden underneath clothes. These units are referred to as millimeter wave scanners by the U.S. Transportation Security Administration (TSA), but don't actually operate in the millimeter wave band (30-300 GHz).

Quoting from the FCC waiver: "The SafeView SafeScout imaging device is a security portal that uses imaging technology to detect weapons or contraband carried on an individual’s person, including non-metallic objects or explosives, which might otherwise require intrusive manual searches or be missed entirely by existing metal detectors. A person to be scanned by the SafeView device steps briefly into a transparent, upright cylinder seven feet high by four feet in diameter. Two vertical antenna masts rotate around the person over a 2-second interval. Each antenna element in turn sweeps from 24.25 to 30 GHz, operating for approximately six microseconds per sweep. The device measures reflections of the radio signals from the subject and calculates an image that shows hidden objects."

Further Notice of Proposed Rule Making on Regulations for Level Probing Radars

In this Further Notice of Proposed Rule Making (FNPRM), we are expanding the scope of
the above-referenced proceeding to propose a set of technical rules for the operation of unlicensed
level probing radars (LPR) in several frequency bands. LPR devices are low-power radars that
measure the level (relative height) of various substances in man-made or natural containments. In
open-air environments, LPR devices may be used to measure levels of materials such as coal piles or
water basin levels. An LPR device also may be installed inside an enclosure, e.g., a tank made of
materials such as steel or fiberglass and commonly referred to as a tank level probing radar (TLPR)
that could be filled with liquids or granulates. In the Notice of Proposed Rule Making and Order
(Notice and Order) in this proceeding, we proposed rules applicable only to TLPR devices for
operation in the 77-81 GHz band inside steel and concrete tanks, as that was the use requested by the
initial proponents. During the pendency of the rulemaking proceeding, but outside this proceeding, we received waiver requests and other inquiries regarding outdoor use on additional frequencies
under existing Part 15 rules for unlicensed devices.4 To address the apparent need for a
comprehensive and consistent approach to LPR devices, we are proposing in this FNPRM rules that
would apply to the operation of LPR devices installed in both open-air environments and inside
storage tanks in the following frequency bands: 5.925-7.250 GHz, 24.05-29.00 GHz, and 75-85 GHz.

We build upon years of successful spectrum policy – including flexible use, unlicensed, and sharing policies – to create service rules for using four spectrum bands above 24 GHz. These high frequencies previously have been best suited for satellite or fixed microwave applications; however, recent technological breakthroughs have newly enabled advanced mobile services in these bands, notably including very high speed and low latency services. To promote the deployment of these highly beneficial technologies, we are acting quickly –- more quickly than most of our counterparts around the world – to establish a coherent framework built on a robust public record. In addition to this significant step forward, we will also continue to explore new opportunities to make additional bands available and to explore other issues, including robust Federal sharing, raised in the accompanying Further Notice of Proposed Rulemaking.

FCC Above 24 GHz Mobile Radio Services Notice of Inquiry

In this Notice of Inquiry, we begin a proceeding to examine the potential for the provision of mobile radio services in bands above 24 GHz. As technologies continue to evolve, innovators are working to tap into the potential of using high-band spectrum for mobile services. In particular, industry and technical groups are beginning to examine the use of higher frequencies sometimes known as millimeter wave (mmW) bands for mobile use. This examination of the possible uses of the mmW bands for mobile use takes place within the context of broader efforts to develop technical standards for so-called Fifth Generation (5G) mobile services. In view of the technological and marketplace developments outlined in this item, we seek to discern what frequency bands above 24 GHz would be most suitable for mobile services, and to begin developing a record on mobile service rules and a licensing framework for mobile services in those bands.
