US353 In the bands 56.24-56.29 GHz, 58.422-58.472 GHz, 59.139-59.189 GHz, 59.566-59.616 GHz, 60.281-60.331 GHz, 60.41-60.46 GHz, and 62.461-62.511 GHz, space-based radio astronomy observations may be made on an unprotected basis.

Industrial, Scientific, and Medical Devices (ISM, FCC Part 18)

Part 18 (section 18.301) of the FCC rules designate certain bands for high-power Industrial, Scientific, and Medical (ISM) devices. These devices generate significant radio energy, but not for telecommunications purposes. Examples includes microwave ovens, industrial heaters, medical diathermy, jewelry cleaners, and RFID tags.

ISM devices may be operated in most frequency bands subject to strict power limits, but are allowed unlimited power in these eleven specially-designated ISM bands.

Wireless LANS utilize various channels in the 2.4, 5, and 6 GHz bands (multiple countries), and (in theory) the 3.6 GHz band (U.S. only). For a list of which channels are available in which regions, refer to the Wikipedia article.

Wi-Fi is a trademark permitted for devices that are based upon a published standard of the IEEE 802.11 committee and that have been certified by the Wi-Fi Alliance. Wi-Fi is presently incorporated in about three billion devices. Wireless cash registers were one of the earliest applications of what is now Wi-Fi.

Wi-Fi devices operate on an unlicensed basis, generally meaning they cannot cause interference to licensed services, and must accept any interference caused to them. Wi-Fi shares bands with other unlicensed or ISM devices, such as cordless phones at 2.4 and 5.8 GHz and microwave ovens at 2.4 GHz.

Some of the key patents related to Wi-Fi are credited (in the courts at least) to the Commonwealth Scientific and Industrial Research Organisation (CSIRO) in Australia, which has collected over $400 million in royalties and legal settlements over patent rights.

V-band

The range 57-66 GHz is considered the V-band. According to ETSI:

"V-Band is characterized by a continuous block of 9 GHz of spectrum between 57 and 66 GHz, oxygen absorption that implies immunity to interference and enhanced frequency re-use, a favourable licence regime, mostly unlicensed or light licensed (country dependent)."

FCC Revision of Part 15 of the Commission's Rules Regarding Operation in the 57-64 GHz Band

By this action, the Commission modifies Part 15 of its rules for intentional radiators operating on an unlicensed basis in the 57-64 GHz frequency range (60 GHz). As discussed in detail below, we are modifying our rules to: 1) allow higher emission limits for 60 GHz devices that operate outdoors with very high gain antennas to encourage broader deployment of point-to-point broadband systems; 2) specify the emission limit for all 60 GHz devices as an EIRP power level to promote repeatability of measurement data and provide uniformity and consistency in the rules; and 3) eliminate the requirement for certain 60 GHz devices to transmit identification information (transmitter ID). The amended rules will allow longer communication distances for unlicensed 60 GHz point-to-point systems that operate outdoors and thereby extend the ability of such systems to provide broadband service, particularly to office buildings and other commercial facilities. We believe that the enhanced 60 GHz systems that will be allowed by these rule changes will help the Commission fulfill its objectives to bring broadband access to every American by providing additional competition in the broadband market, lowering costs for small business owners accessing broadband services, and supporting the deployment of 4th generation (4G) and other wireless services in densely populated areas.

FCC Above 24 GHz Mobile Radio Services Notice of Inquiry

In this Notice of Inquiry, we begin a proceeding to examine the potential for the provision of mobile radio services in bands above 24 GHz. As technologies continue to evolve, innovators are working to tap into the potential of using high-band spectrum for mobile services. In particular, industry and technical groups are beginning to examine the use of higher frequencies sometimes known as millimeter wave (mmW) bands for mobile use. This examination of the possible uses of the mmW bands for mobile use takes place within the context of broader efforts to develop technical standards for so-called Fifth Generation (5G) mobile services. In view of the technological and marketplace developments outlined in this item, we seek to discern what frequency bands above 24 GHz would be most suitable for mobile services, and to begin developing a record on mobile service rules and a licensing framework for mobile services in those bands.

Above 24 GHz Mobile Broadband Notice of Proposed Rulemaking

Today we take further steps to promote a flexible regulatory environment for the next generation of wireless services. In this Notice of Proposed Rulemaking, we continue our examination of higher frequency bands for mobile and other uses. In that regard, we identify specific spectrum bands above 24 GHz that appear to be suitable for mobile service, and we seek comment on proposed service rules that would authorize mobile and other operations in those bands. This development of service rules for mobile use of the millimeter wave (mmW) bands occurs in the context of our efforts to develop a regulatory framework that will help facilitate so-called Fifth Generation (5G) mobile services.

Today, we take a significant step towards securing the Nation’s future in the next generational evolution of wireless technology to so-called 5G. We build upon years of successful spectrum policy – including flexible use, unlicensed, and sharing policies – to create service rules for using four spectrum bands above 24 GHz. These high frequencies previously have been best suited for satellite or fixed microwave applications; however, recent technological breakthroughs have newly enabled advanced mobile services in these bands, notably including very high speed and low latency services. To promote the deployment of these highly beneficial technologies, we are acting quickly –- more quickly than most of our counterparts around the world – to establish a coherent framework built on a robust public record. In addition to this significant step forward, we will also continue to explore new opportunities to make additional bands available and to explore other issues, including robust Federal sharing, raised in the accompanying Further Notice of Proposed Rulemaking.
