See 47 CFR 87.149 for the list of protected frequencies and bands within this frequency range. Actual communications shall be limited to those frequencies specifically allocated to the maritime mobile and aeronautical mobile services.

Citizens Band (CB) Radio

Forty channels in the 26.96 - 27.41 MHz band are designated for use for CB radio, a mobile service regulated under Part 95 (Personal Radio) of the FCC's rules. CB radio is not unlicensed, but is rather "licensed by rule." CB radio is limited to 4 W transmitter output in AM mode and 12 W PEP output in SSB mode. CB radio is mostly used by truckers to pass along highway information, and by illegal high-power operators who attempt to communicate over distances of hundreds of km.

CB radio on 27 MHz was first created in 1958. The service was expanded in 1977 from its original 23 channels to its present 40 channels.

Ocean Radar (WRC-2012)

The International Telecommunication Union (ITU), charged by the United Nations with coordinating global radio spectrum use, came to an agreement in February 2012 that will foster improvements in ocean radar technology, which may eventually allow near real-time detection and tracking of tsunamis and prediction of the likely paths of oil spills, ocean debris and persons lost at sea.

Global interest in ocean radars increased dramatically in recent years due to events such as the Gulf oil spill and the massive loss of life caused by the Indonesian and Japanese tsunamis. February's action by the ITU's 2012 World Radiocommunication Conference (WRC) provided specific radio frequency bands for ocean radars, which until now operated only on an informal basis and were subject to immediate shut-down if they caused interference with other radio systems.

Ocean radars are small radio systems typically installed on beaches and use radio signals to map ocean currents to distances as great as 100 miles. Users typically employ them for science, including the study of global ocean currents and their role in weather and climate change.

With further technical developments, including a reduction in the time between taking radar measurements and constructing maps of ocean currents, ocean radars could be used to alert authorities to the existence of tsunamis resulting from earthquakes and follow their path in near real time, allowing better warnings of impending dangers. The radars may also be able to predict the likely path of persons or vessels lost at sea and to predict the evolution of debris fields and oil spills after shipwrecks or oil rig disasters.

"The WRC's decision to identify dedicated ocean radar bands will help speed up technological development of these radars," said Andrew Clegg, a radio spectrum manager with the U.S. National Science Foundation (NSF), who chaired the international drafting group at the WRC that developed the ocean radar spectrum solution. "Many countries, particularly those recently devastated by ocean disasters, were particularly interested in reaching a global agreement for the use of ocean radars."

Industrial, Scientific, and Medical Devices (ISM, FCC Part 18)

Part 18 (section 18.301) of the FCC rules designate certain bands for high-power Industrial, Scientific, and Medical (ISM) devices. These devices generate significant radio energy, but not for telecommunications purposes. Examples includes microwave ovens, industrial heaters, medical diathermy, jewelry cleaners, and RFID tags.

ISM devices may be operated in most frequency bands subject to strict power limits, but are allowed unlimited power in these eleven specially-designated ISM bands.

Radio Control (R/C) Radio Service

According to the FCC, "the R/C service is a private, one-way, short distance non-voice communications service for the operation of devices at remote locations."

R/C communications are typically used to control model cars, model airplanes, etc, and are governed under subpart C of Part 95 of the FCC's rules.

The allowed transmitter power is 25 W on 27.255 MHz, 4 W on the other 26-27 MHz channels, and 0.75 W on the 72-76 MHz channels [47 CFR 95.210(a)].

Access Broadband over Power Line (Access BPL)

According to the FCC's definition, Access BPL is "a carrier current system installed and operated on an electric utility service as an unintentional radiator that sends radio frequency energy on frequencies between 1.705 MHz and 80 MHz over medium voltage lines or over low voltage lines to provide broadband communications and is located on the supply side of the utility service’s points of interconnection with customer premises. Access BPL does not include power line carrier systems as defined in § 15.3(t) or In-House BPL as defined in § 15.3(gg)."

Low voltage lines are defined as lines carrying, for example, 240/120 volts from a distribution transformer to a customer's premises. Medium voltage lines carry between 1,000 and 40,000 volts from a power substation to neighborhoods, and may be overhead or underground.

Access BPL is an unlicensed service operated under Subpart G of Part 15 of the FCC's rules. Radiated emission limits from medium voltage lines in the 1.705-30 MHz range must not exceed the limits in 47 CFR 15.209, and those from 30-80 MHz must not exceed the limits in 15.109(b). Systems that operate on low voltage lines must comply with 15.109(a) limits across the entire 1.705-80 MHz range.

When Access BPL systems must use notch filters to protect licensed services, the notch must be at least 25 dB below applicable Part 15 limits in the 1.705-30 MHz band, and at least 10 dB below the limits in the 30-80 MHz band.

There are 12 sub-bands in which Access BPL systems are not allowed to operate anywhere to protect aeronautical (land) stations and aircraft receivers. Those excluded bands are listed in 15.615(f), and are excluded in the list of Access BPL bands in this entry.

Access BPL systems are not allowed to operate within the sub-band 2173.5-2190.5 kHz within 1 km of coast station facilities listed in 47 CFR 15.615(f)(2)(i), to protect the internationally-recognized standard maritime calling frequency of 2182 kHz.

No Access BPL emissions are allowed in the 73.0-74.6 MHz radio astronomy band on overhead medium voltage lines within 65 km of the Very Large Array radio telescope in New Mexico (34 04 43.5N, 107 37 03.82W), or within 47 km of the VLA on underground power lines or overhead low voltage lines.

Access BPL operators must consult at least 30 days in advance when deploying systems near various FCC field offices, aeronautical and maritime stations, radar systems, radio astronomy stations, and research areas. Details are in 47 CFR 15.615(f)(3).

FCC WRC-12 Notice of Proposed Rulemaking (FCC 15-50)

In the Notice of Proposed Rulemaking (WRC-12 Notice), we propose to amend Parts 2, 15, 80, 90, 97, and 101 of the Commission’s rules to implement allocation decisions from the WRC-12 Final Acts and make certain updates to our rules. Specifically, we propose to:

• Allocate the 8.3-11.3 kHz band to the meteorological aids service on a primary basis.

• Allocate the 472-479 kHz band (630 meter band) to the amateur service on a secondary basis.

• Amend the amateur service rules to provide for use of the 135.7-137.8 kHz (2200 meter) and 472-479 kHz (630 meter) bands. Amateur stations would share the band with power line carrier (PLC) systems operated by electric utilities. Amateur stations would be permitted to operate in these bands at fixed locations when separated from electric transmission lines by a specified distance.

• Amend Part 80 of the Commission’s rules to authorize radio buoy operations in the 1900-2000 kHz band under a ship station license.

• Limit the use of the 495-505 kHz band to the maritime mobile service.

• Allocate seven frequency bands (4.438-4.488 MHz, 5.25-5.275 MHz, 16.1-16.2 MHz, 24.45-24.65 MHz, 26.2-26.42 MHz, 41.015-41.665 MHz, and 43.35-44 MHz) to the radiolocation service (RLS) on a primary basis for Federal and non-Federal use, allocate the 13.45-13.55 MHz band to the RLS on a secondary basis for Federal and non-Federal use, limit the use of these RLS allocations to oceanographic radars, require that these radars not cause harmful interference to, or claim protection from, existing and future stations in the incumbent fixed and mobile services, and amend Part 90 of the Commission’s rules accordingly.

• Reallocate the 156.7625-156.7875 MHz (AIS 3) and 156.8125-156.8375 MHz (AIS 4) bands to the MSS (Earth-to-space) on a primary basis for Federal and non-Federal use to allow for greater probability of vessel tracking, with resulting benefits to maritime safety and security.

• Seek comment on the ability of Federal/non-Federal AMT stations to share spectrum with the incumbent services in the 4400-4940 MHz and 5925-6700 MHz bands.

• Extend the AM(R)S allocation from the 5091-5150 MHz band (adopted in the WRC-07 R&O) by also allocating the 5000-5091 MHz range to the AM(R)S on a primary basis for Federal and non-Federal use. AM(R)S use of the smaller 5000-5030 MHz range would extend the tuning range for AeroMACS, with the use of the 5010-5030 MHz band limited to those requirements that cannot be meet in the 5000-5010 MHz and 5091-5150 MHz bands. AM(R)S use of the 5030-5091 MHz band would support line-of-sight control links for unmanned aircraft.

• Allocate the 7850-7900 MHz band to the meteorological-satellite service (space-to-Earth) on a primary basis for Federal use.

• Allocate the 15.4-15.7 GHz band to the RLS on a primary basis for Federal use.

• Allocate the 22.55-23.15 GHz band to the space research service (SRS) (Earth-to-space) on a primary basis for Federal and non-Federal use and allocate the 25.5-27 GHz band to the SRS (space-to-Earth) on a primary basis for non-Federal use.

• Delete the aeronautical mobile service allocation from the 37-38 GHz band.

• Encourage operators of fixed stations operating in the 81-86 GHz and 92-94 GHz bands to take all reasonable steps to ensure that their unwanted emissions power in the 86-92 GHz band does not exceed the levels recommended by WRC-12.
